Job Details:
Operations Support Manager AUS Plans, directs and executes activities related to procurement, storage, freight and through life support of vehicles, ISO specialised and general containers and specialist and technical equipment fleets in addition to logistics and maintenance quality assurance in order to ensure fulfillment of contractual requirements in accordance with Cubic policy. The manager supports senior management in developing and executing company strategy, policies and procedures and supports program and project management activities across the company. The position is responsible for specified financial delegations, responsibilities and processes and for the efficient and effective management of capital expenditure, all Cubic facilities and security management requirements. The position supports the ongoing management and ISO9001 accreditation of the Cubic Quality Management Systems, ISO45001 Workplace Health and Safety and ISO14001 Environmental Management System. This position is routinely independent and works under minimal supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority in relation to personnel and resources and will be prepared to represent and act on behalf of Company Directors if required.
Essential Job Duties and Responsibilities:
Manages logistics support as an integrated logistics support system across all programs and projects, through respective Program Managers to maximise effectiveness and efficiency. Plans and manages logistics quality assurance in relation to preventative maintenance schedules for selected systems across all Cubic programs.
Through subordinate supervision, manage and coordinate procurement and maintenance activities related to spares planning, scheduling, expediting, purchasing, repair, replacement and dispatching. Oversee the Capital Expenditure program for the company in relation to vehicle, machinery, equipment and ISO Container fleets.
Manages specified financial delegations and responsibilities through SAP, Concur and other systems. Manage the ongoing provision of insurances ensuring all relevant certificates are current and applicable. Will regularly exercise discretionary and substantial decision-making authority in relation to personnel and resources and may represent and act on behalf of Company Directors.
Supports the WHSEQ Manager in the ongoing maintenance of ISO9001, ISO45001 and ISO14001certification and accreditation. Assists to ensure employees have received necessary training, are aware of processes and supports the preparation and conduct of respective audits.
Manage all Cubic facilities in relations to lease maintenance and continuance, facility security and insurances. Liaise with Defence for all Cubic sites on Defence properties as necessary and is the facility manager for the Garbutt Depot for all maintenance and upkeep, lease and security requirements.
Through subordinate staff, manage physical, personnel and ICT security requirements across all programs and facilities to ensure compliance to and maintenance of ongoing DISP certification and DSA accreditation.
Manage and coordinate through subordinate Business Support Staff international and domestic freight operations and provide appropriate assistance, including ITAR requirements to Project Managers and support staff as necessary.
Mentors, trains, and develops staff to ensure high performance. Ensures team has all necessary skills to provide a high level of service
Provides leadership to the management team as well as being an on-site management presence for the Garbutt team
Provides reporting as required by senior management within area of control
Manages any third-party contractors as required
Provide exercise planning and project management support as required

Minimum Job Requirements:
Manager with executive level responsibilities across Company and Program deliverables.
Ability to act in higher positions on temporary basis.
Management of subordinate staff including managers.
Ability to hold a high level (NV2) security clearance.
Qualifications
Tertiary qualifications in logistics, and or business management is highly desirable
Experienced in financial management and execution of delegations.
Qualified Internal QMS Auditor
Experienced WHSE practitioner
Skills/Experience/Knowledge
Not less than ten (10) years military experience, up to senior officer rank. Completion of Staff College preferred.
Significant experience with ISO9001 QMS. Knowledgeable in ISO45001 WHSE and ISO14001 EMS.
Must have thorough familiarity with policies, processes, procedures and practices that apply to quality, order processing and contractual compliance
Experienced in SAP highly desirable. Expert in using Microsoft Office suite of applications.
